Why 3.4 oz, and why 3.3 is comfortable

The 3.4 oz figure is a conversion of 100 millilitres, the international standard. Anything at or under it qualifies. A 3.3 oz bottle carries a small deliberate margin, so there is no argument at the checkpoint about rounding.

The container is measured, not the contents

This is the most common mistake people make. TSA measures the capacity printed on the container, not how much liquid is left inside.

A 12 oz shampoo bottle with an inch of product left is still a 12 oz container, and it will be pulled. Decanting into a smaller bottle is the fix — or starting with a bottle that is already the right size.

The rule has three parts, not one

It is called 3-1-1 because there are three numbers:

  • 3.4 fl oz maximum per container
  • 1 quart-sized clear resealable bag to hold them all
  • 1 such bag per passenger
